Jerusalem fashion on Shabbat

MEN - (fur) hats covered by plastic bags
WOMEN - hats with huge flowers in the front

WHY - Both accessoires offer perfect protection against the rain
DILEMMA - Is it forbidden to use an umbrella on Shabbat?

No dilemma... It is absolutely forbidden to use umbrella on Shabbay. Even if the umbrella was left open from before Shabbat, it is still not allowed to walk with it...

God knows it is forbidden to walk with an umbrella on Shabbat, yet it was raining that day. what a sun of a ......

good it's not raining too often there.
is this custom adjusted as to suit the jewish communities living in different countries? or is it a must no matter where they live?
because, see, if you do not wear an umbrella in Poland or Romania, where rains are serious and can fall 9 months a year, (considering that in the rest of 3 left there's snow).... welll.... you are having a serious problem!
